I've installed the OUGC awards plugin and I'm facing an issue.
I've realized members who do not have awards moderator permission (in the plugin settings) are able to view the the ModCP award request notice (hyperlinked to modcp.php?=action=awards&manage=requests) in the forum header. And no, they are not the award owners, rather all usergroups can view these notices for both owned and non-owned award requests.
These notices occurs for both types of award requests; owned awards and non-owned awards.
I believe the notice system should be shown to:

- Award owners (with a usercp.php hyperlink) if requested award is owned.
- Staff members (with a modcp.php hyperlink) for staff groups given the permission in the plugin settings for non-owned awards.
