As you've found out, pressing the reset button on forum management AFTER saving forum orders does not work because your changes have been written to the database. You reset prior to submitting to undo current session changes. Tested using my test instance of our board. Works.
Know of no way to restore forum ordering after they've been written to the database. Restore the database I guess.
