Is there a setting that will allow the insertion of pics in PMs?

if you mean image by URL you already can do this.
if you mean attachment Images like post ,there is not settings you must find a plugin to add this feature to your forum.

The MyBB PM system is adequate but basic, but you can take it to another level with Laird's Conversation plugin. You can string PMs into a threaded conversation with multiple users. And attachments are permitted, with almost the same restrictions as in threaded posts.
