If a user subscribes to a board/forum within the BB, I'd like that user to be able to receive an email notification each time a new thread is created...

...but NOT a notification of each post within a thread...

...UNLESS they subscribe to or participate in that thread...

...AND for a user to be able to turn OFF notifications for a thread for which they'd been receiving notifications.

Is that something that is easily possible  based on build-in functionality/features of MyBB?

mybb do not have email notify per thread.
mybb already have "Subscribe to this thread" that send email for users for every post in that thread.

E-mail per new topic will increase your e-mail cost very much (when the number of users increases).

suggestion : you can create telegram bot (or use other service API) , then user join to that bot and get notification per newthread (for free).




Note : if you not that email for free or if you need that telegram suggestion or any new custom plugin/theme (non-free), I am at your service.

Isn't this how "Subscribe to this thread" and "Subscribe to this forum" for forums work ?

Please try these features and clarify the difference between how they work and what you are looking for.
