Users whose account has been banned cannot "log out" and cannot access the login and register pages.

Not sure your purpose with this request.
Of course the account is banned and no longer usable, but the second part is circumvented easily by clearing browser cookies and starting with new window, or by starting up in a private browser window. And using a new email address, and if tracking such things, a different IP address.
