I'm looking for a plugin that allows a user to download so many files for free until they have to upgrade their account to be able to download again.
Anyone know of any plugin that offers this ability?

one way that you can do this for free , I think you can set max download size for registered usergroup permission then users can upgrade to new usergroups with
this free plugin for more download more (this way is based on max download size)
Note : but if you not found a free version , I can create a non-free plugin for you to do this.
