no, but you can create a simple form to do that for you.

There are several Contact plug-ins that serve that purpose admirably.
The one we use on all our forums is Jesse Labrocca's Contact. It helps prevent you from getting email spam, plus you can configure default topics in the drop-down menu, so your forum members can indicate what subjects they're concerned about.
You should be able to download this from the Mods area.
