i done follow you (CHMOD the files inc/settings.php and inc/config.php to 666.)
but Add Attachment still can not work!!

My mistake, follow those instructions again but with the following differences:
Change the CHMOD of /uploads to 777
Change the CHMOD of /uploads/avatars to 777
Let me know if that fixes your problems.
