I want also that other people can see wich avatar is in use. Bettter it is out of the list till they gonna change it with a new avatar.
I do not want that people have the same avatar because sometimes it is difficult to see who is who.

I'm presuming you'll be disabling avatar uploads and the ability to set remote URLs? If so, you'll need a plugin for that.
When I go to usercp and click on avatar you can choose an avatar from a list I add by myself (is standard in mybb).
You see all avatars, also the avatars that are in use by members from my forum (not the avatars they uploaded by thereselfes).
Perhaps an avatar is use by 2 of more users from my forum. And that is what I do not want.
All people must have an avatar that is not used by someone else.
I thought when somebody choose an avatar it will not showed up in the list till it not used anymore.
When they gonna change the avatar the old one will be back it the list and the new one they choose must go out of the list.
So I hope that there is somebody who can make that for me and I think not only for me. I think it is easy for all of us.
I wish I could do it by myselfes but I am not smart enough to do that.
I think I understand what you want. It's a fair bit of a modification, so if you're keen, I'd post a thread in the Plugin Requests forum.
One issue with disallowing dupes - there's really no way to do this. You can stop users from selecting it from the gallery, however, a user could easily upload the image elsewhere and link back, and there, you'd have dupe avatars
