ok so i am trying to sett it so sertain people can't see certain forums and i have tryed a who different types of permissions but no matter what i do they can still see them suggestions?

You may need to enter the Permissions section of the AdminCP and make sure you set ALL the options there to No.

IIRC, the "quick permissions" when you add a forum, by default, sets some options to Yes.
