I think, you shoud learn HTML, CSS, and a little Photoshop (or something like that) before making theme...

Photoshop or GIMP. I use GIMP on Ubuntu.

Toungue Paint shop pro is a cheaper version of Photoshop. Still has all the same features etc... Toungue
