I'm not sure that I understood this correctly...
Anyone can post URLs, there's no way to stop someone, or you would have to remove whole posting permissions.

But in this manner, anyone can SPAM !!
for example is possible to disable [ url] [ /url] only for normal user ?

You could simply paste this: (without the need of [ url] tags). That's why you'll need moderators.

excuse me
an url in format www.site.com became cliccable for str replace funcion
in auto forum convert in right url format i whant to disable
posting of any url.
1) the automatic conversion of url is not important for me, i can write manually the [url] [ /url] if this is userful
2) I Whant that only admin for example can post link to prevent spamming
of indesiderable url
