Sorry for bothering everyone but I try what I can, and if nothing works I then ask.
Well for one I still didn't figure out how to make blocks on the right of the portal.
Now I have another question, how would I go about adding two tables under the announcement, side by side @ ~45-50% each both having its own title.

The portal is only a basic system and you can't modify the "blocks" used in the portal by means of using the Admin CP to add, remove or create them.

If you wish to add a basic block that doesn't need any specific PHP code or queries then you can just add the html to the 'portal' template.

However if you want a block that needs some PHP code behind it for some reason or another then you're going to have to edit portal.php and the template for your HTML as well.
