It means you will not be invited to test 1.4 while it is still in beta. You will however, be able to access MyBB 1.4 when it is released to the public.
Thank you for your interest and support.
any possibility that there be a Blog System in 1.4 like vbulletin has? if not why not?

Probably not in 1.4 - and probably not for a long time, if ever.
Why not?
It's not essential for a bulletin board to have a blog system, in my opinion. There are plenty of good blogging software solutions out there already, there is no need to take away some of the time we could be spending on improving MyBB/introducing suggestions of others into the existing MyBB, rather than starting something from scratch.

vbulletin has a standalone blogger that one can attach to there forum, i suggestt you go over an have a look, i think if Mybb is gonna progress into a professional board it needs more than it currently offers,

We're not going to add a feature just because competitor X and Y have it, we're going to add it because it is something users want and that fits the profile of the application we're trying to build - a bulletin board.
MyBB is not a social networking tool and the base MyBB package will never contain features like that. If they come officially, they'll be available as addons.
