I am rather new to this, but I have been running a mybb forum for a year now so I know at least a little about things.

I was hoping someone could help. I am looking for a plugin that would allow me to establish user titles not based on post counts. In other words I would like to award some posters a 5 star rating, based on quality of posts and uploads. Is something like that available?

You can manually set a user's title in the AdminCP.

I believe you can't manually select the number of stars though - you would have to make a separate usergroup for that.
