Can i have different permissions for different user titles. meaning i want register members with more than 30 posts that are senior members to have more abilities than register members with 0-10 posts which have the user title new member and so on

I think you would need to install a mod to do this as it's not default in MyBB. You could request it in the coding forum, I don't think it would be hard to make of someone has the free time.
