I want to remove fields Local Avatar Galleries and upload avatar in Change avatar part of usercp, and to remove Miscellaneous buttons from usercp. Can anybody know how to do it?

The local avatars can be removed by deleting the image files in your images/avatars folder (via FTP).

Admin CP --> Users & Groups --> Manage Groups --> *edit a user group*. Set "Can Upload Avatars" to "no"

You'll probably need to edit the appropriate templates in the "User CP Templates" group, but I don't understand what you mean by "miscellaneous buttons"

Can i remove this part:

Yeah just delete everything inside the usercp_nav_misc template (Go to Admin CP --> Templates --> Modify/Delete --> *expand your template set* --> User CP Templates)
