what programs are out there that tell you instructions on how to make a proper sized logo for mybb forums? or making my own banner isntead of the "mybb' one ?

Try searching Google for Adobe Photoshop tutorials.

You won't find many programs that will make half-decent logos on the fly. It's always best to work on creating them manually.

I might could make you something similar. I don't remember exactly what I did to that logo, but I think I could achieve something of the same effect.

The best program to make logos is Adobe Illustrator. Fireworks and Photoshop are great too. I don't recommend Gimp, but thats just me, as I've never trained with it or anything.
