im very new on HTML language i want to know something about Splash! page??

i want to crate a page like this

when my user click my given link they will see my splash page and when they click on my forum button they will go to my forum,

i want to know about software which software i need to make html page for my splash page,

You can make your own webpages without the need for HTML.

Some webhosts will give you a free site builder. You can also try other applications such as FrontPage or Dreamweaver.
