Possibly an encoding problem.
Did you edit any of your language files by any chance?
Oh, and can you give a link to your forum?
If it's http://techforumz.com/forumz/ well, I'm not getting any of those at the bottom of the page...

This is certainly odd. The question marks are actually question marks (character 0x3F), not an encoding issue...
I'm not sure what would have caused it, but check your templates. Go to AdminCP -> Templates -> Modify -> <your templateset> -> Forum Display Templates -> forumdisplay_threadlist
Scroll down and see if you can find "??" - if so, just replace them with spaces.

Thanks a lot.... I checked the forumdisplay_threadlist and found a question mark. I also found one in my welcome header. I'm not sure how they got there, but I did have to transfer everything from one host to another.
