Hey, recently I got a problem where the HTML for special characters seems to no longer parse into the special characters, such as

will just be that now. But in posts' content it is fine.

.
I'm not sure.. but what am sure about, it's the html can't parsed in the threads title
if someone use a html code in the threads title, he may able to redirect your forum to another web site, or breaking your forum layout
& should be change to a & since this is required for the page to be valid. I can assure you that HTML has never been enabled in titles.
I think if you just paste the actual symbol in, it should work
