I'd like to use the mailing feature to send a message telling everyone the url, their private log in names and passwords. Can this be done? if so how?

Admin CP -> Users and Groups -> Mass Email
You can't output the passwords though. Only their username and their E-mail.

is there a way I can add that manually and seperately before the mass mailing?
I'm hoping to be able to send the link, and log in instructions with their indivual names and indivual passwords.

You can't decrypt the passwords from the database, so you won't be able to send them a plain-text version of their password. However, you can send them an email advising them to retrieve their password through the lost password interface.
