with other forums you have to download it
is it possible to change the portal.php to index.php
and then change the index.php (the forum) to forum.php??

A rename should work, though I'm not sure if it breaks links. Just give it a try and see how you go
The portal is also designed, so that you can place it outside your forum directory. If that's what you want, just say so and I'm sure someone will direct you to how
If using Apache or IIS, set default homepage is portal.php

Yea, I think that if there is one feature in the next release of MyBB is the feature to enable and disable the Portal being the homepage. Instead of it manually having to be done.
so what is the best way to do it?
Rename index.php to forum.php
Rename portal.php to index.php
In your header template, add a link to forum.php
