Can I and How can I edit Admin CP templates?

I do it in that way, but I can't found templates for Admin panel.

Ah yes, I misunderstood.

I've never looked into that before - I'm not sure you can.
But I'm not sure so I'll leave this for someone else.

The AdminCP doesn't have any templates. The PHP scripts echo the HTML directly.
This is good in the sense that you can't screw up your AdminCP

You can change the theme (or "style") of your Admin CP. You can take a look in your FTP directory in the admin/styles/ folder. But you can't actually change the layout of the Admin CP (i.e. the HTML).
