Ok so when you. go onto my site the see the main disclaimer but you also see this

and other sites i have been on do not have it so is there any way to make that invisible

It's only visible to administrators. If you still want to remove it, you can do so in Admin CP --> Settings --> Change --> Server & Optimization Options --> Show debug info
