There's an announcements plugin, its somewhere in the Mods collection. You could manually the link to the thread with a sentence or two in addition, if you want.
Ex. RCTgo
- Where it says "Over 700 RCT3 Downloads. Add Yours."
I also assume you mean your Index, and not your portal... correct? Because if you're talking about your portal it's totally different; although the plugin should still display itself on the portal.
