I'm guessing that there's allready at least five posts around this forum alone, asking the same question, you just have to make some time for yourself, and go looking.
I have been using DreamHost since 2005 and have never had an issue with them...
Except a few, just a few that they resolved very quickly.

Your best bet would be finding a cheap paid host, most free hosts will shut down and you will have no announcement or notice of it happening because they cannot afford hosting free users. I would suggest going with
1&1 if you want a good host.
