I get this when I activate a plugin,

The plugin has successfully been deactivated.

It's calling for a file that doesn't exist...

Try making sure that /inc/settings.php is writable (ie CHMOD to 0666).

I tried that as well it is set on 777

I found the problem thanks for your help.
