can a Global Moderator ban users.

i click on can access admin panal but my moderator stats he cgetting no permission he can access the admin just not banning a user

You will need to go into admin permisions then edit that users permisions and click can manage users.

Or you can install a plugin like Forum Warning System which will allow moderators and supermoderators to ban.
