please specify what features we have to edit to make mybb run on localhost without connecting to internet

You don't need to specifically do anything with MyBB to get it working on localhost.

You do however, need to have Apache, PHP and MySQL set up on localhost.
Look for tutorials on how to set up WAMP (if you're using Windows) or LAMP (for Linux users). A quick Google search should help you.

WAMP and XXAMP are probably the two that work best... They're both great. If you need one for a different OS other than windows (yes it can still do Windows if you want) XXAMP is good.

They both come with installers (Like the ones with "I agree" boxes and "Next" buttons) ... So everyone's happy...!
