I'm not sure if they were previous XMB devs or not

This history states so:

Together, they forked XMB and created DevBB.

No they moved off the XMB Project and someone else took over... Then they did DevBB as a temporary release, while they were making MyBB. <- You got the second part right, but not in detail (I just had to !)...

I quoted that from the wiki article

Oh, lol. The Wiki's wrong... XMB is still in action, so it can't be forked.

They forked from XMB, that means they branched off. Has nothing to do with whether or not XMB is still running.

Chris basically modified XMB so much that it became his own. -- I believe that's the story.
