I have been trying to get this to work for a while and the farthest ive gotten is to make a window pop up that just slows down my computer and has nothing on it. When i close this window and try to open up a game it says an emulator is running. what do i do?

im pretty sure i have all the plugins but when i try to run a game with epsxe on delta it just goes to a window with nothing in it
