I have the Welcome message mod and the moderator CP mod. What i want to do is to allow moderators to be able to edit the welcome message from within the Mod CP.
Is this possible?

There's a moderator CP mod? Since when? Guess I need to do a search.
edit: OK, found it. Maybe on the next revision the ability for the mods to handle all functions within the forums they moderate could be added, for instance adding subforums.

This is VERY easy to do. With the way the Mod CP is coded, it is, in essence, the same as the Admin CP, so if you write a plugin that uses the Admin CP, you can do some simple changes to your code, and it *should* work with the Mod CP.
As for the integration, I'll look into that plugin and its coding. I'll probably try to do some integrating with other plugins.
