I need to set up my forum so that they CANNOT post until they read the forum rules and regulations ( outlines in a certain thread ).

Please help!!!!

There is not why by default you can do that but there mite be a plugin that some one may have made for this. (i maybe wrong), or you can set rules when making that forum and or sub forums.

You can add the rules to the registration page?

You can edit the appropriate language variables to do that.
