Sounds to me like your host isn't allowing you to use the mail() function.
Ask your host for more details.
Unfortunately, this isn't something we can fix. As rh1n0 mentioned, you'll have to talk to your host to find a way to send mail from your server. You could also find a modification to use your own SMTP server to send mail.
