Your problem is most likely caused by a plugin or code modification. You'll have to try deactivating plugins to see which one is causing the issue.
The other main possibility is that you need to reupload inc/functions.php
Now I see this error page starting to upgrade.php

It's not an error message - just a notice.
If you are certain that plugins aren't active, just continue with the upgrade process.
Anyways, there's most likely some plugin or modification causing that issue. You'll have to double check your plugins and modifications.
One other thing - you should never post your config.php file in public.
