Somebody deleted my account. Is there some way to make an account without accessing the Admin CP? Thanks!

Yes.
Then open and add yourself to users. Make sure you md5 your password. Or it wont validate.
or you can just make your username and email and use the password reset to have it generate your password. this is probably more failsafe. You just need to put yourself in the admin group and you can visit the groups table to figure out what the admin group id is.
