Is there a way to set, only when the member has a minimum number of post he/she can access specified forum. Else he/she is blocked from accessing the forum.

This is in general to encourage them to participate actively in forum so that they can have access to another special forum

You can use one of those automatic promotion plugins to move users to a new usergroup once they make a certain amount of posts.

Then just set up your forum permissions appropriately.

Try this plugin. Once you activate it, it will add a new entry to the Admin CP under "Forum Management" called "Change Post Restrictions". To see this, you will have to log out of the Admin CP and log back in again. In here you will be able to set the specific post number for each forum.
