Why i don't have it?

I am using 1.2.9.
I will ask from a friend to help me, cause I'm good at smf and ipb forums, he is the one
tha't knows all about Mybb.

you should update to MyBB 1.2.12 as soon has your site maybe at risk

Even with 1.2.9 you should have "Quick Reply" at your forums.

Ensure this box is checked on your forums:
User CP --> Your Profile --> Edit Options --> Show the quick reply box on the view thread page.
