First of all you need a good editor to edit the files which are encoded in UTF-8 format. Windows' Notepad often messes up the file by adding a utf-8 signature. I recommend you use Notepad2, which you can download from here:

Then, after step one, assuming you named the file urdu.php, open it (with Notepad2) and do the following replacements:
Replace:
With:
Replace:
With: (the iso-639 language code/abbreviation for urdu is ur)
Now you can proceed to edit all of the other files to translate them.

With:
