I would love a PM percentage usage bar for the PM system...can anyone throw 1 together that isn't entirely too much work?

Their already is one with MyBB. You just need to set a PM limit.

actually..where do I find it to set it..I can't seem to find it in the ACP
Admin CP --> Users & Groups --> Manage Groups --> Registered.
You need to set the option for maximum number of PMs.
