Erm, that's not good. The installer should have filled them out.
If you config.php file is empty, you forum shouldn't even be working since it wouldn't know your database details. (You sure your looking at the files on your server and not the default ones from the archive - which would be empty).

I found these files on my server and changed these but to no avail. I have full admin rights except for Admin Permissions and all the functions in Database Tools
