Basically, I want to "restart" the template I'm using when I move over to 1.4.

Is there a option in the installer to "nuke" my current template and install the "default" one for 1.4?

After the upgrade is complete, just add a new template set and edit your theme so it uses the new template set - new template sets always start you with the default templates.
