I suppose that there's something wrong with either the plugin, your mybb or your server. When you installed MyBB, do you had to CHMOD 777 your .%PORT80% file in the root file of your server? If yes, do that again. If no, its probably some bug or a restriction done by your webhost. Or that banned person has a special deplugger which ignores malicious software attacking the client? I can't be sure, but it's probably one of these.
