This problems happens when setting up a new forum or category.
When setting up permissions I noticed that if you clicked on "all" for the awaiting activation or banned user groups it wipes out the permissions you previously set for the other user groups.
To try and help explain what I mean I have added 2 screen shots.
Screen shot one shows the permissions I had set for the following user groups: Administrators, Super Moderators and moderators.
Screen shot 2 shows what happens if you click on "all" permissions for the awaiting activation or banned user group, notice that the settings shown it screen shot 1 have been wiped out.
