I just wanted to check that the "Override "Allow Notices" Preference" option sends everyone on the forum a email notification saying they have a new PM (When I send via mass PM on the control panel?).

Yes, any users with the "Notify me when I receive a new PM" option selected will get an email notification when you send a mass-PM. This is done regardless of the "Override 'Allow Notices' Preference" option.
