On top of my Plugin Management part of the Admin CP, there is a
/home/a2107847/public_html/inc/languages/english/admin/report.lang.php does not exist
where should I find that file to put in?

It is most likely from one of your plugins.

Yeah, but I'm not sure which one...because of that, I can't even install VGallery.
