The default-language for my forum is set to german.

the language files for the admin-cp now have other filenames, so the admin-cp was completely without any text. I need many minutes to find out whats going wrong, the average user will never find the problem.

why not have a fallback to english?

Try this file. It should revert to english if the language doesn't exist. It goes in your admin/ directory.
