When I have create a new announcement on MCP.
If the start date was late then the end date.
it does not show error message but only when editing it.
Is this correct ?

It can be accepted as endless maybe
Personally it is best to make some consistent as edit announcement
as it will displayed an error message.
Should I reported it as bug ?

You can have an announcement with an end date. This isn't a bug

May be I haven't describe it clearly.
For instance, when an announcement have been created.
Now, edit it by click the edit link.
specify the start date as 01-june-2008, end date as 01-feb-2008
and save it. It will show a message stated as following,
Quote:Please correct the following errors before continuing:
* The ending date must be after the start date.
However, if do the same thing when creating a new
announcement. It won't show this error and redirected
back with all contents cleared.
I think these two should have same experience.
That bug was reported & fixed in the SVN this morning
