Is there a possible way to install a plug-in where we can create a Theme Manager Position on a forum and let them have access to the Admin Control Panel with only access to the Tools they need to add/edit/create new themes?

Any help would be apprieciated. Thanks!

You can make a usergroup, give it AdminCP access, then under admin permissions, only allow them to edit themes.
